Austin City Council Discusses APD Funding Amid Ongoing Budget Talks
The ongoing budget talks for the city of Austin, Texas continued this past Tuesday with emphasis on budget considerations for the Austin Police Department (APD). Right in the middle of the budget season, city council members reviewed a proposal for a record-high budget that could potentially lead to significant increases to APD’s resources.
Proposed APD Budget Increase
According to current proposals, this increased police budget could raise taxpayers’ contributions by an additional $22 per month. The current proposal suggests an increase in APD’s budget by an additional $18.9 million, primarily to bolster recruitment and retention efforts. If approved, this will elevate APD’s total budget to $96 million.
Overtime Costs Scrutinized
The issue of APD’s funding became a significant talking point during the last budget workshop, particularly concerning the department’s spending on overtime payments. The council members sought clarity from finance officers and APD leaders to comprehend whether hiring new officers would be more cost-effective compared to the overtime payments made to existing personnel. Further inquiry was made about the source of the overtime funds.
From meeting documents last year, it was noted that APD’s overtime cost amounted to $43 million, which is projected to rise to nearly $48 million in the coming fiscal year. The city’s Chief Financial Officer, Ed Van Eenoo, confirmed that overtime payments are being covered using funds designated for vacancy savings. Due to unfilled positions, present officers are taking on extra hours, thus leading to these overtime expenses.
Addressing Workforce Shortages
Additionally, Interim APD Police Chief Robin Henderson disclosed that there are approximately 100 cadets currently training with APD. Therefore, it is expected the vacancies within the police department may soon be filled, subsequently relieving the existing personnel from excessive overtime.
