In a significant move that’s sure to shake things up, officials have announced that families in Texas making less than $100,000 a year will now qualify for free tuition and waived fees at any of the academic universities within the University of Texas System. This announcement was made on Wednesday and puts a spotlight on the expansion of the Promise Plus Program, a financial aid initiative that focuses on helping those in need, which was first approved in 2022.
A New Era of Access to Higher Education
Starting in the fall of 2025, eligible students who gain admission to universities like UT Dallas and UT Arlington will enjoy the benefit of having 100% of their tuition and fees covered. Sounds fantastic, right? This program is expected to help over 7 million families across Texas, which is a monumental step towards making college more accessible for everyone.
To qualify, students must be Texas residents and must be enrolled as full-time undergraduate students. Chancellor James B. Milliken referred to this initiative as a “game changer” that will create “enormous, real difference” in improving college access for all Texans. It’s a hopeful sign for many families who may have previously thought higher education was a distant dream.
Impact on Families and Higher Education
Chairman Kevin P. Eltife emphasized the significance of this change, pointing out that there are numerous families who never thought higher education was a feasible option for them. So hearing that their kids might now have a real shot at attending college can be life-changing. “This is so meaningful,” he noted. “There are so many people out there that don’t think they have the opportunity to go on to higher education. They think it’s out of their reach.”
Currently, the UT System serves about 256,000 students across 14 universities and health centers. According to recent data, the average net price for full-time in-state students at UT Arlington was around $14,956, whereas at UT Dallas, it was about $13,464. With this program, the burden of these costs will be lifted off the shoulders of many families.
A Step Toward Student Success
Eltife shared aspirations of expanding the program in the future. While they hope to eventually include families making up to $150,000 a year, they’re aware of the financial reality at hand. He expressed that ensuring students can attend without accruing debt is crucial. “As long as we are here, we will continue our work to provide an affordable, accessible education,” he said. This isn’t just about legislation; it’s about real-life implications for students and families.
Addressing Criticism
However, not everyone is on board with the changes. Some critics, like Texas state Rep. Brian Harrison, have voiced concerns about the funding of this initiative, labeling it an “outrageous abuse of power.” In response, officials clarified that the Promise Plus program is not fueled by public tax dollars, but rather existing funds and endowments within the UT System.
It’s worth noting that Texas isn’t alone in this effort. Other states have implemented similar programs, like the University of California System, which covers tuition for families making $80,000 or less, and the University of Michigan for families making $75,000 or less.

Chancellor Milliken pointed out that financial strain is one of the chief factors that lead students to abandon their educational pursuits. So by alleviating those financial pressures, they’re setting students up for success.
This initiative coincides with recent comments from Texas Gov. Greg Abbott, urging universities not to increase tuition for the next two years, given the rising cost of living.
