Austin’s Housing and Planning Committee Wraps Up the Year with Engaging Updates

The vibrant city of Austin recently held its final meeting of the year through the Housing and Planning Committee, and what a gathering it was! On a sunny Tuesday, members of the committee met to discuss a myriad of intriguing topics that will shape the city’s future as we dive into a new year.

Big Changes on the Horizon

At the helm of the meeting was Committee Chair Natasha Harper-Madison, who kicked things off with updates from city staff regarding the Land Development Code. This code is vital, as it regulates how buildings can be developed in this bustling city. City staff shared news about several proposed amendments that are up for consideration. Notably, there are new recommendations concerning a Planned Development Area and some exciting updates to existing codes that are expected to show up on the Council agendas in December and January.

Stevie Greathouse, a division manager from the Planning Department, rolled out a timeline for these amendments. Earlier this year, the City Council adopted code amendments that emphasized providing density bonuses to support creative spaces, and now they are looking at even more changes. “There’s a lot happening,” Greathouse assured the members, highlighting changes related to “site plan lite” and crucial protections for the Colorado River.

Northeast Planning District Takes Center Stage

Next on the agenda was an update on the Northeast Planning District, a collaborative effort between the city and Travis County aimed at tackling historic inequities in the area. Shanisha Johnson and Christy Moffett were present to discuss the progress of the plan, which is seeing positive momentum with the approval of an interlocal agreement back in March. Harper-Madison expressed her excitement for the project, saying, “This is a huge swath of our fair city, and I’m looking forward to seeing its expansion.” There’s a genuine sense of optimism about what this district could mean for the local community.

Diving Deep into Density Bonuses

Alan Pani, another planner with the city’s Planning Department, provided insight into a comprehensive analysis of density bonuses. Since June, the committee has been working on ways to prioritize amendments to the Land Development Code. Pani explained that their ongoing study will compare different density bonus programs, bringing in valuable feedback from stakeholders and case studies from peer cities. “This will help us create a pathway forward that’s informed and functional,” he noted.

Aiming for Sustainability

But that wasn’t all! The committee also heard from local experts focused on sustainability in building practices. With the rising concerns surrounding environmental issues, Chair Harper-Madison emphasized the need to jumpstart discussions around sustainable design practices. Experts shared fascinating concepts, such as green rooftops and solar panel initiatives, that align with Austin’s sustainability goals.

As the meeting wrapped up, the committee members reflected on potential future discussion topics, recognizing the growing need for innovative ideas in housing solutions. Suggested topics included the use of abandoned office spaces for housing and the implementation of rooftop gardens – proving the creativity alive and well in Austin! 

Looking Ahead

The Development Services Department also shared its response to a 2023 Council resolution aimed at easing the process of relocating residential structures. They’ve identified several key priorities including increasing public awareness, workforce training, and streamlining permits, all of which are crucial to providing better experiences for residents.
