Additionally, ongoing heat waves have contributed to over 300 heat-related fatalities in Texas overall for that year, underscoring the urgent need for action.

The program was largely driven by the actions of Mayor Pro Tem Vanessa Fuentes, who authored the initial resolution that called for the mandate for adequate cooling systems in residential properties. This resolution has received support from the city’s Building and Standards Commission and was part of an effort meant to align Austin with the evolving public health needs of its population. Stakeholder input was factored into the planning process, with a public hearing held on March 27, 2025, to discuss the proposed changes.

Impact

The upcoming regulations not only require that air conditioning systems maintain temperatures at least 15 degrees cooler than the outside temperature, not exceeding 85 degrees, but they also implement maintenance obligations for these systems to ensure consistent operation.
