Austin City Staff Presents Plan for Lady Bird Lake’s Future Development

Austin City Unveils Vision for Lady Bird Lake District

The City Planning Commission of Austin has revealed an extensive plan for the future development of the city district surrounding Lady Bird Lake. The comprehensive plan, which was introduced at several community meetings across February and March, invited participants to share their views and ideas regarding the project.

About the South Central Waterfront Vision Framework Plan

The South Central Waterfront Vision Framework Plan is focused on the evolution and growth of the South Central Waterfront District – a landmass of 118 acres located in between East Riverside Drive and First Street on the southeastern bank of Lady Bird Lake. The City Council had initially given their approval to this framework back in June 2016 as an integral part of the Imagine Austin Comprehensive Plan. The latter is aimed at guiding the city’s growth. The implementation of the plan was halted until 2022, but in September 2022, a resolution was passed by the council, directing the planning commission and city staff to carry out the framework mapped out in 2016.

Details of the Plan

The framework intends to introduce a Project Connect light rail route within the district. It further calls for the division of the area into sub-districts based on density and proposes the construction of affordable housing. The establishment of publicly accessible spaces is also a part of the plan.

During the community meetings, the planning commission conveyed their vision for the district and encouraged the collectives to share their thoughts and suggestions through a survey regarding what they would like to see in the district. The proposed plan provides options for different developments such as housing, commercial stores, office spaces, medical facilities, and parks and open spaces.

Another key aspect of the plan is a density bonus program that includes measures like implementing environmental standards, constructing streetscapes, and mandating that 5% of all built housing on the site is affordable.

The Road Ahead

The public comment period wrapped up on March 20, and now the plan will be reviewed and edited till mid-April to address all feedback and concerns raised during the survey. Following the revisions, the commission is expected to present the amended draft to the City Council in May for a final nod.

According to the planning team, the overarching goal is to create a vibrant, interconnected neighborhood with mixed-use developments where residents can conveniently live, work and play.
