AUSTIN, Texas — In a significant move against human trafficking, the Texas Department of Licensing and Regulation (TDLR) has shut down two massage businesses in Austin. The closures follow investigations that revealed shocking evidence of **_illicit practices_** at both establishments.
The first business, **_Bibo Spa_**, located on Parmer Lane, was ordered to cease operations after authorities uncovered multiple signs that pointed to its involvement in human trafficking. Inspectors found numerous online advertisements that not only offered massages but also included **_sexual content_**. Customer reviews further highlighted inappropriate services that had been provided at the spa.
Employees of Bibo Spa were also living on the premises, which raised additional red flags for investigators. One employee disclosed troubling information about the owner, **_Tuyen Thi Nguyen_**. This employee claimed that Nguyen was forcing her to perform sexual services for clients. Additionally, employees were reportedly under financial duress, as Nguyen held debts over their heads, compelling them to remain in employment despite the stark conditions.
The second establishment, **_Rejuve Wellness_**, situated on San Antonio Street, received the same fate. TDLR investigators found that unlicensed individuals were providing massage services and engaging in sexual acts. The evidence was corroborated by online advertisements promoting such illicit services.
The closures of both businesses come as a result of recent legislation known as **_Texas House Bill 3579_**, which took effect in September 2023. This law gives the TDLR’s executive director the authority to issue emergency orders to shutter operations of massage establishments whenever there is credible suspicion of human trafficking occurring on the premises. Since the law was enacted, the TDLR has now issued **_12 orders_** relating to this issue, with Bibo Spa and Rejuve Wellness becoming the 12th and 13th establishments to be targeted.
