Austin, Texas – Fatal Hit-and-Run Incident Leads to Arrest

According to an affidavit filed by the Austin Police Department, Kotrla confessed to having hit what she thought was a person while heading north on South Congress Avenue. She mentioned that she stopped her vehicle but did not see anyone and mistakenly believed the pedestrian had “skedaddled.”
